Summary: Double-clicking systray icon is inconsistent

Initial Comment:
Double-clicking the systray icon behavior inconsistent
with the rest of Win32.

Win32 behavior:
- If the target window is on top, it should minimize it.
- If the target window exists but is not on top, it
should bring it to the front.
- If the target window does not exist, create it and
bring it to the front.

Gaim behavior:
- If the target window exists, destroy it.
- If the target window does not exist, create it and
bring it to the front.

So, if my buddy list exists but is in the back
somewhere, I have to click 4 (2 to destroy, 2 to
create+front) times to get it to the front.

Scanning the taskbar instead is not an option since I
have literally 35 other windows. It's much faster for
me to click the right icon from the 6 showing in the
systray...or would be if Gaim did it right.

I never said I wanted a single-click to do any window
rearranging; that would be even more inconsistent...

But alrighty, it's a GTK thing. Didn't know that.

I disagree about the double-clicking.  I think it is correct
to have it as a double-click rather than a single click
-this is what most native System Tray programs do (task
manager, network status, etc.)

There is a GTK+ bug that prevents the code from correctly
detecting when the buddy is obscured and bringing it to the
front on the first double-click.  If this bug weren't
present, the behaviour would be identical to your "Win32
behavior" list.
