All users have Gajim 0.16.5 as that is the latest available to the entire user 
base.
 The bulk of the OS is Fedora Linux 19, 20, 22 with a few Windows 7 machines 
and a handful of XP. And only this one user has Windows 8.1.
I keep everyone on the same version of Gajim due to Fedora 19 holding back any 
further upgrades.

Hi.

Please use latest version (0.16.6)
XML logs would be usefull to understand why it's still marked as unreceived. 
What's the client of ppl that chat with him and marke message as red?
win8.1 or any other version of window doesn't change the behavior of Gajim.
