You're not forced to update to a new Gajim version. Gajim is not broken because of that. You can't update plugins, which in any case won't receive any update.

If we prefer people to update, it's also for security reasons. Gajim has received a lot of updates in this area.

And for reference, even Gajim OLDstable has gajim 0.16.
