You should also set new_file_path in universe_wsgi.ini to the same value
you set $TEMP to - this has recently superceded the use of $TEMP.

You can remove or comment these values. Additional tools, assuming they
can run on your cluster, can simply be left out of the universe_wsgi.ini
file entirely, and will then use the job runner defined by
