The section under "Configuring Galaxy" is the only relevant part for
your setup.  Simply set, in universe_wsgi.ini:

    ftp_upload_dir = /path/to/ftp_directory
    ftp_upload_site = Name of server to connect to via SFTP.

Then restart Galaxy.
