Hi,

With respect to the public version of Galaxy, please use the green "bug"
icon to report the error so we can see the details of the problem.

For the local installation, you should find that Galaxy automatically
downloads the out of date eggs.  Is this not the case?  If not, please
paste the output from the command line of what you're trying to do and
the results you're getting.
