I've recently added the following section to the tool shed wiki.  Since you are 
using apache, make sure you have all of the necessary settings in 
community_wsgi.ini.  Let me know if this is not the issue, and I'll need to see 
a complete paste log showing the exceptions as well as a copy of your 
community_wsgi.ini file.
