I ran into this issue as well on my locally installed instance. After some poking around, it looks like it might be a cookie issue. Specifically, the toolshedgalaxyurl and galaxycommunitysession cookies don't seem to be getting set by toolshed.g2.bx.psu.edu and this is causing the server error.

If the cookies are set, the URL resolves normally, but if not, the URL results in a Server Error 500.

So I'm trying to install the recently migrated ncbi_blast_plus tool from the 
Tool Shed to my local galaxy instance running in EC2 and am getting errors at

the public toolshed, not my server.

I just performed a mercurial update in my cluster, too.

Any ideas?
