Sure!  This tool comes with the main galaxy distribution as of
'6443:4a39bc209487' (~Jan 2012), you just need to enable it.  If
you're at or beyond that revision, to enable it you'll just need to
add the tool from "data_source/ebi_sra.xml" to your tool_conf.xml if
it isn't already there.
