This should be working now in stable's branch, revision:
9ebd773<https://bitbucket.org/galaxy/galaxy-central/commits/9ebd7732e616492f4570587496f1b9074cb2eac7>.
You should be able to use the saved histories list *and* log_actions=True
together. Let me know if you see any more trouble.
