Hello Weimin,

Instead of splitting up the file, using FTP with a desktop client would be a simpler solution. Please see:
http://galaxyproject.org/wiki/Support#Trouble_loading_data

If you do decide to split and merge anyway, Kevin pointed out the correct tool for the merge: "Concatenate datasets".
