Local CSS file is stored in "webroot/themes/default" directory; then I'd
advice to create a "webroot/themes/default/local_images" directory to
put your images in, and use "./local_images/yourimage.png" in the CSS file.
This should do the trick (not tested since I'm at work right now ;)).
