In Debian and Arch desktop.conf is the configuration file. Desktop environment like GNOME or XFCE automatically execute their XSETTING managers like gnome-settings-daemon or xfce-mcs-manager. This is caused by the migration of lxde-settings-daemon config files into lxsession.
