It does indeed seem that the both the website and the online Shockwave game 
are offline (a common problem for academic projects and one of the reasons 
for setting up http://www.game-accessibility.com). It might just be that the 
server is being updated but considering how old the project is, that might 
be a bit unlikely...

I personally never play such games so I can't really answer that question. 
This game (1000AD) in the AudioGames.net Archive might be what you are

Never played this one myself though. And I bet someone else on this mailing

The game is the result of The Blind Eye Research Project, which main purpose 
was to reveal the specific visual, pedagogical and technical problems 
relating to the development of a 3D sound game for the blind. So only a demo 
was intended, not a final complete game. The development of the Blind Eye 
demo began in the summer of 2000 and took about 6 months (as far as I could 
find out). With finishing and testing the demo, the project came to an end 
and that's basically it.
