No there isn't a way to do that, and actually by buying up properties 
that someone needs is one way to make the game more entertaining if a 
little unfair.
Let me give you an example.
Yesterday I was playing against the computer in Jim's Monopoly game 
playing on the Star Wars game board. The game ended up lasting 8 entire 
hours, and I won, but for a long while it was in doubt.
The game started as usual with both of us scrambling to buy up 
properties. As it happened both of us  ended up owning nearly one piece 
of property the other needed to complete a color set. Which had a major 
stand off, and neither was willing to sell which would give the other an 
advantage. The Monopoly war was on for sure.
However, there were still three properties that hadn't been baught. I 
needed the Death Star Landing Bay, and I needed the Coriscant Monument 
Square to have a set I could use. the computer needed one of the Endor 
properties.
Well the computer baught the final Endor properties and began building. 
For a while I was going down the tubes quick.
Well, I baught the Death Star Landing Bay, and then chucked what I could 
in to getting some buildings on it. However, I was still losing my can.
Suddenly, I landed on Coriscant Monument Square one of the dark blue. I 
morgaged all I could to buy it, and then start putting up buildings.
Here comes the computer player lands right on it, and wow I suddenly had 
money to begin unmorgaging myself.
Well, for a while it was a money war paying through the nose when I 
landed on the green, and he paid some on the Death Star, and allot when 
he landed on Coriscant.
I got the bright idea to take all my income from Coriscant and really 
build up and complete the Death Star. That ended up being the deaht of him.
He came along and had to come up with something like $1500. He darn near 
whent broke doing it, but managed to morgage, sell, and get his butt out 
of it. I bank rolled that stuff in to completing the dark blue 
properties on Coriscant.
At this point the computer knew he was loosing his butt so I managed to 
pick up some of the properties I needed dirt cheap, and I owned the 
utilities and all the ships, and baught up one of the cheap properties.
Well, let's just say the next time he landed on Coriscant, and he was 
killed. He had nothing left.
What made this particular game so hard to beat, and win was the play for 
properties was brutal. Especially, when the computer wouldn't deal and 
trade, and I basically had to bide my time and take huge risks by maxing 
everything out to get Coriscant which I know is the best property on 
that board to own. If I had landed on the green when I was totally maxed 
out I would have been done. Stick a fork in me.
However, in that game risks was the only way to win it. The computer 
didn't take insane risks.
