Hi, I am by no way an expert on this but as far as I know they use this mostly in european style racing to get them to slow down for a dangerous curve or something like that. I think they also use them in Nascar and that to slow down the drivers entering pit row and it makes them enter single file instead of many cars wide to limit crashes and the such.
