How about putting cheat codes in at random. You get a file with cheat codes but the file doesn't say what they do. When the game starts, it decides what cheat code does what. Have it so that some of the cheat codes produce negative results, such as hundreds of monsters coming at you all at once, or all your ammo disappearing. Since the codes are assigned at random, the code for unlimited ammo you used last time could be, oh I don't know, a slow-acting poison.
