I can attest to that. It wasn't just from equipping weapons, shields and rings alone that I got my MR to 71. You may find it hard to believe but I actually have a weapon better than the Hale Blade! The Giantfell Blade has an MR of ten, plus a 20-point boost every time you encounter any species of giant. It doesn't have the stamina boost that the Hale Blade does, but the fact that it doesn't require two hands is a big plus in my book, so you can still carry a shield. Of course it's a difficult weapon to get, so not just anybody should attempt it. Only those who already have high melee ratings should try it, either that or those who are extremely lucky. You need to attempt and complete the three-part Giants adventure. I will say that both the gold and EXP reward you get for finishing that quest are absolutely incredible.
