Hi Bryan,
I have tested the 1.0 install on two different machines locally and have 
not ben able to replicate your error locally.
One test system had 1.1.43 and 2.0 frameworks on it and it used the 2.0 
libs. The second only has net framework 2, and it ran fine.
However, since you mentioned you did have the test releases did you 
fully uninstall the betas, and delete the patch files from the 
c:\program files\USA Games\Final Conflict directory?
It's important that nothing remains of the betas as 1.0 is pretty 
incompatible with the test versions.
Another thing to try is open your
c:\program files\usa games\final conflict
directory and try and run stfc.exe from there. I am wondering if your 
working dir got set properly for the icon/program launcher.
I initially had this error you got when setup failed to correctly  set 
the working directory for stfc.
