Hi Charles, That's a good question. The only answer I can give is it has to do with the way the distribution of the software has changed. In the 90's you would buy your software on a floppy or CD, and of course the readme file was right there in the root directory of your floppy or CD. Now days most of the software you buy can be downloaded from the developer's site, and while they come with readme files some developers either forget or don't think about the fact they need to give a person a copy separately from the installer. :D
