I am assuming that the terms of use have to do with the website, and the end user license agreement applies to the sounds that you purchase. Selling royalty free sounds that you couldn't use would be ridiculous, so I believe that the assumption that the terms of use don't relate to the royalty free use of the sounds is a safe one.
