Hi Mohsin, Well, a lot would depend on your own personal skills. For example, you said you know a little programming, but did not specify what language or languages you have experience with, nor specified what platforms you wish to target, etc. I don't know of any tutorials specifically designed for real time strategy based games, but if you know a programming language well enough the basic design of one should come naturally to you. Plus on Linux, for example, there are hundreds of free open source games that could allow you to look at the code and see how they are built. In my early programming days I'd often download the source for a game similar in design with what I was writing and I'd look through its source code to see conceptually how it was put together by the developer. So once you know what languages and tools you will be working with if I were you I'd explore the open source archives for code examples that will help you with conceptual and design issues.
