Hi Will, I don't know enough about Mac to give you instructions on how to do it, but you should be able to use Boot Camp to set up your USB external drive and install Windows on it. In fact, if you have your bios setup to search for USB external drives on startup you can install any OS on it and should be able to boot directly from the external drive when it is plugged in.
