It doesn't have to be that way; especially on the lower difficulty levels, you can really take the war to the enemy. I personally just don't like the risk (and eventual losses) inherent in that strategy.

I sit around wait for the ships to attack one starbase, usually have one of my ships used as a punching bag by most of the enemy while the rest of my fleet and the starbase take the enemy out. I do think this is where the trek version of toc 2.0 might be much superior, sinse not only can you do things like saucer separations,build new ships etc, but also you can actually get a shot in first for once! it always sort of irritated me that in trek 2000 the enemies always got to shoot first.
