You can use drugs the same way as any other item in Psycho Strike, like the Medkits. Go to the Casino to collect Fortimine, Burlium, and Bridine. Either focus the item with the tab and shift ab keys and press enter, or if you want to do it from the base, select manage items use items. Select the character with the drugs, arrow to the drugs and press enter. Hope that helps!
