No no, you first need to journey to Port Hallik. Frim there, visit the nearby area known as Deadwater Shoals. Clicck the link entitled Adventures for this Location. You need to be involved in that quest in order to actually see Yirrsin. Hint. If you have diplomacyandor a thousand gold it'll make things a lot easier.
