First of all, you can only attach icons to armor and weapons specifically designed for them. Nothing you've found so far would fit that. You do need to meet Lothren to be able to use these. He can be found on Penekarn Lane in Talinus. Explore Talinus and type Penekarn Lane, P E N E K A R N, and Stroll along the lane. Ignore the first person you meet and when you are given the choice, investigate what you find. Lothren is at the end of the alley there.
