Hi Steve,
That sounds like a program debugger. Obviously some emulation is going 
on, but it isn't a real emulator. It is there for the purpose of 
debugging and testing a rom before it is placed on to a hardware media.
I believe all major game companies do this by playing them via a 
debugger until they are stable, and then when the final release is ready 
it is placed on to a hardware media for mass distribution.
