I agree with Brian, you don't have the authority to give him permission to 
make a complete hp copy game.  Besides, it's Phil's game, he decides what 
risks he wants to take.  I'm sure he considered all the possibilities.
The fact that there are loads of hp fan fiction around isn't exactly a 
secret.
