If I remember right, last time I checked on fanfiction.net there were over 
100000 fanfics just in the category of Harry Potter alone. It'd technically 
only be copyright infringement if you were making money off of the project, 
so if that guy in South Africa is charging money for his fanfiction, then 
its against copyright law. But if its just a bonified fanfiction, disclaimer 
in tact, its perfectly ok.
