go get yourself a demo of jaws8 or the latest window-eyes, install it, if window-eyes tell it to start before windows starts or start as a service the start up options for it are in the file menu. you can get o the window-eyes control panel with control backslash and if you get the demo jaws insert j gets you to the jaws settings menus and utilities. Go to user accounts in control panel, you'll see ask-dot-net-framework account. press enter on it, now go to delete, and delete the account. it'll confirm the deletion which you'll have to tab to delete again.
