Hi Andy,
That is because DirectX 9 is not completely backwards compatible with 
Windows 95 and 98 era games. For example I have Asteroids 98, a great 
game, but for the fact it was linked against DirectX 6, and the game 
won't run with DirectX 9.
The Only solution for a game like that is to keep a Win 98 system around 
to play them, or don't upgrade a more modern system to DirectX 9 which 
is not fesable if you want modern games. Which is too bad since I liked 
some of the 95 era games like the original Toomb Raider I and Toomb 
Raider II, Star Wars Dark Forces, Need for Speed, and so on.
