Hi Robert,
  Those 192.168 numbers are for your local network.
  Depending on the router you have, the router itself will be addressed to 
192.168.1.1 and the first computer to link up with it will be 192.168.1.100 
followed by 101 and so forth.
  So if you need to change router settings you can do so by going to 
192.168.1.1 in an IE browser, again, depending on the router configuration, 
but this is generally the case.
  Regarding how to program for internet play, I use a dedicated server for 
Rail Racer, not the cheapest solution, but probably the best overall.
