Oh, I see your problem now. Understand that file on my web site is a 
self extracting file. What it does, and all it does is extracts the 
setup files to a temp directory. You have to manually go to that folder 
and run setup.exe to actually do the install. Your DirectX is not 
installed as of this point, because all you did was extract it not 
install it.
I think I am going to extract that stupid file, and make a setup for it 
so end users stop making this common mistake. For whatever reason that 
is the way MS made the installer, and I hate it. Grrrr.... Sometimes MS 
really ticks me off.
