If you want to sound like the Borg, you really need Steinberg's Wavlab. 
Check out the numbers in Wrecking Ball and you'll hear how well it does. 
Short of that, I could see a whole punch of keys played with the string 
sound and that being vocoded--not like the borg but interesting.  If you 
want an easy vocoder, you need the AnalogX vocoder--just do a search for 
AnalogX and you'll find it.  It's command line but very simple.  Also, 
there's a vocoder in Adobe Audition.
