Hi Alex, It is not so much the issue of what age you start programming, but the issue of what age someone can actually run a company. There is a huge difference than a hobbiest writing free games like Jim Kitchen and someone who is creating games for money like GMA Games, Draconis Entertainment, BSC Games, etc... I have no problem with hobbiest games like Jim Kichen's games because they are still fun. However, GMA's games like Tank Commander and Shades of Doom are truly close to the level of what sighted games are like. Well, at least what sighted games use to be like before they began adding cut scenes, full dialog between characters, and so on.
