Actually it is, difficulty level 1 has no other cars on the track.
Difficulty level 2 has one other car on the track at any given time and
difficulty level 3 has two other cars on the track at any given time.

You can set the number of cars to race against in Mach 1. When it asks
you how many cars select say 4 and it will allow you to race against
other cars on the track.
