Actually, you need the Tome of FOrgotten Lore, which is the massive leather tome you got from Stoneback Hill. Then you have to go to Marl's Wood and fight the nine battles with Taro-Zar-Huul. You need Lore and Arcana both at sixty to invoke the magic. Show the sorceress the tome and she'll replace the missing gems. Now with regard to the scroll cases from Rynduil, just use one of them as you would any item. You'll open all three and the pages will appear in the Tome. Incidentally, after unlocking the TOme of Forgotten Lore, you can visit Tallys for another page. Right now there are only four, but they're handy to have.
