Well, the story side of things isn't as bad with Doctor who, sinse being 
about time travel, it would be quite possible to have a doctor who story set 
in the future or the passed.

for example, if you wanted a story about combatting a Dalek space fleet, set 
it around the time of Destiny of the Daleks (or earlier), when the Daleks 
were strong, stil had a home planet etc.

If you want a story about hunting a single Dalek through a maze, set it 
later, around the time of the time war.

It wouldn't even matter what Doctor you used As long as you got the right 
doctor with the right assistant, ---- or even no assistant, it would be 
fine.

for all Doctor who fans, there is a fantastic encyclopedia site with 
detailed (and highly readable), synopsis of everything ever published 
related to Doctor who, ---- along with usual encyclopedia info about how the 
different stories relate.

(I was quite impressed that in their list of Doctor who audios they even 
included the three Doctor who novels done by the rnib on talking book).
