Hi Andy,
First you need to select a target with the n key to set your target on 
the tank you want to target. Second, if you are using shells you need to 
raise or lower the barrel of your gun to do a long or short shot. 
Depending on the range to enemy target.
Finally, you need to line up the target and blow it away.
I really suggest you read the manual as it explains this a little better 
than I can, and I can say it sounds like a lot at first, but after a few 
games it will all seam natural to you.
For example, as soon as the game starts I set the barrel range to 800  
meters. That generally gives me certain tactical range to raise or lower 
it quickly to strike a distant tank or lower it a little to hit one a 
little closer in my kill zone.  Once enemy tanks begin firing you will 
want to be able to get the range set pdq, and then line it up for a shot.
One final hint is some weapons are better than others in combat 
situations. If you are being attacked by foot soldiers the machine gun 
is the weapon to use to strafe their ranks. If you are being assaulted 
by an enemy chopper blow it away with a missile. For enemy tanks 
standard and armour pearsing shells work fine most of the time. For 
bunkers, the train, etc the long range cruise missiles make great 
tactical weapons of war. What I am saying is select an appropriate 
weapon for the enemy you are fighting.
