Hi Bryan,
That sounds possible. Every time you go to that part of the city it 
sounds like a real slum. People holding rags over their faces, the 
gambling hall is closed, an awful stench, etc. Sounds like as good a 
place as any to pick up an illness.
Thing is why isn't there a way to get rid of it? After all if you have 
say the power of restoration it should be able to heal something like 
that. I can heal my combat wounds and other people like the Captain's 
daughter who was dying, but can't get rid of the Stoneskin Fever.
