No, I would not say that is a bug. I would say that you did not shoot down the
enemy before you flew passed him and thus he flew up behind you and shot you
down. When the right control key reports 0 and 0 you are lined up and pressing
the left control key to fire will often get the enemy. However you and the
enemy are constantly moving so that 0 and 0 may have been gone by the time that
you fired your machine guns.
Also you will know that you are about to pass the enemy when you hear him
speak. And then once you pass him, Homer will say Doh and you will get shot
down.
