To my knowledge it should be. It was the full runtime release from
msdn.com. Though, I suppose there could be a newer release with some
service packs etc included in the one on windows update. Windows update
tends to have the very latest .NET releases an updates that don't make
it into the developer runtimes for msdn subscribers as quickly.
