I wanted a similar effect to be present in my game when it comes out (I'm
just doing the story, no development is happening yet), but I thought of
using sound libraries for it... but can'd find any static sounds...

The radio effects in gtc were done by a walkie talkie,
which is a two way radio system. Randy spoke into one unit, and the recorder

was placed in front of the other to record his voice.
It could have been done by sound editing but why not use the real thing if 
you have it?
