C++ is an all purpose programming language that can be used to do low-level programming such as writing an operating system's kernel, drivers, etc all the way up to high-level programming like games, text editors, and similar day to day applications. Cobol is a specific programming language for writing reports and things like that. In other words Cobol is pretty much useless to a programmer unless he works for a company that needs to generate a lot of reports, forms, etc. That's why in the scheme of things Cobol is being replaced by languages like Python, Perl, and Ruby which can do the same thing and are easier to use.
