I really don't know what to say. Your issue is strange, and I've never experienced the problems or issues you are having with any of my games. That's why I'm beginning to believe it could be an issue with 3D Velocity itself. Have you experienced this problem with any other game besides 3D Velocity?
I don't own or play 3D Velocity myself so can't testify to its behavior myself, but it does seem you have had nothing but troubles with your controllers and that particular game. If so about the only thing I could suggest is creating a custom profile for that game that maps everything correctly to your controller and hopefully it will fix that problem. If not I'm willing to say you are just out of luck.
I've been able to play Troopenum, Mysteries of the Ancients, Shades of Doom, Top Speed, Rail Racer, and a couple of other audio games with my Logitech 510 without issue. Although, none of those games require the right-hand stick. So I'm strongly betting on the fact 3D Velocity is the problem not the controller here.
Anyway, if I were you I'd go to the Logitech site and read up on how to create custom profiles for games. That's probably the only way to resolve this problem.
