Dark, We didn't so much lower the level of the blackwater hollows as raise the recommended level range for it. Pretty much the whole area was overpowered for its old rated level. It should be a little more sane now, and we needed more areas at the upper end anyway.
Regarding wilderness, if you're referring to autogenerated wilderness that's effectively infinite in size, we don't really have any plan for that. It's been talked about before, but it's not something I feel comfortable doing at the moment. For the brotherhood of alchemy, there's already an alchemist's guild, but I don't know if that is what you're looking for. I currently have no plans for random missions or autoquests.
