As a level 28 warrior, I would personally spend most of my time on the
eastern, high level half of archais.  I don't know your equipment
details, but warriors are very equipment dependent in this level range
- to do well, you'll have to make use of all your skills and make sure
you do a lot of damage.  Armor isn't nearly as important as being able
to take things out quickly.

One of the biggest mistakes I see people making is to try to run
experience by killing mobs in towns.  Not only do town mobs have
dramatically less experience, but guards make it disproportionately
dangerous.

When I play characters, I almost exclusively stick to aggro wander
areas, where the mobs wander around and attack you on sight.  You have
to be a little more on your toes, but the payoff is much, much higher.
 I love places like the dark forests, spider caves, troll caves, and
wyvrens.
