He is using SlimDX. It is an open source implementation of Microsoft
DirectX for .NET developers.Generally speaking it is pretty good, but
as I said in my prior post its always possible there is some bugs or
problems  with input controllers in its DirectInput implementation,
and if so it won't matter what controller you have as it could effect
more than one brand and type of controller.

However, there is a way to test this. Suppose someone wrote a test
application in native C++ that has you test the left and right sticks,
buttons, etc. If it returns the correct values then you know your
device is working properly and it is 3D Velocity or an API like SlimDX
it uses that is the problem.
