Hi Nicol,

If you are running Windows 7, which I think you said you are, you must
run the patch as administrator. I.E. instead of pressing enter on the
file you need to press your windows context menu key, down arrow to
run as administrator, and press enter. That should make that error go
away as it bypasses User Account Control which screws up many older
software installs designed for XP and earlier.
